OSCAR Supplier Survey: Mapping Contracting Friction in Durable CDR

Contracts are one of the most underexplored friction points in the durable carbon removal market. While much attention has been paid to MRV, pricing, and buyer demand, the contracting process - how suppliers negotiate, draft, and execute CDR offtake agreements - has received far less scrutiny.
That's changing.
CDR.fyi and OSCAR are launching the first survey dedicated to understanding how carbon removal market actors experience the contracting process, from signing term sheets to closing deals. The goal is simple: gather real, on-the-ground intelligence from market actors to identify where friction exists, what's working, and where shared infrastructure like OSCAR can make the biggest difference.
Why This Survey Matters
The Open Standard Carbon Removal Agreement (OSCAR) was created to reduce one of the key barriers holding back the next wave of CDR buyers and suppliers: the cost, complexity, and inconsistency of negotiating contracts from scratch. Since its launch, OSCAR has been well received in the industry but there is much more to learn about how suppliers actually experience the contracting process day to day.
This survey is designed to surface those experiences systematically. It covers:
- How long respondents have been active in the market
- How many transactions and counterparties they have worked with
- How long contracting typically takes
- What legal resources suppliers rely on
- Where the biggest negotiating challenges arise
- How respondents are affected by the lack of standardized contracts
